The combined operation by Municipal Police Unit of Jelambar, Sriyono, and the Public Facilities Maintenance Officers (PPSU) reflects Jakarta’s ongoing struggle to balance informal economic activity with public order. The removal of a semi-permanent roadside fuel stall on Jalan Hadiah Utama II followed repeated public complaints and clear violations of Regional Regulation Number 8 of 2007 on Public Order. Authorities emphasized that enforcement was not sudden, but the final step after a series of warnings went unheeded. In this context, the action underscores the city’s regulatory patience before decisive intervention.
According to Head of the Jelambar Municipal Police Task Force, Sriyono, the stall had occupied the roadway, creating safety and order concerns for local residents. He explained that officers had issued verbal appeals and multiple written warnings prior to the enforcement. Only after these measures failed did authorities proceed with dismantling the structure. This sequence illustrates the enforcement model that prioritizes persuasion before compulsion.
The operation also carried an environmental and spatial dimension, as noted by Head of Jelambar Subdistrict, Pradista Machdala Putra. He stated that the enforcement aimed to restore the designated function of the Hadiah Utama Park area as a green and public space. A total of four municipal police officers and 25 PPSU personnel were deployed to ensure the process ran smoothly. The emphasis was placed on cleanliness, safety, and the long-term usability of the area for residents.
Beyond the immediate action, the incident highlights a broader urban governance challenge faced by Jakarta.
