Draft Regional Regulation on Environmental Protection and Management Concluded

The Regional Regulation Formation Agency of the Jakarta DPRD has completed its article by article deliberation of the draft regional regulation on the Environmental Protection and Management Plan. Bapemperda Chair Abdul Aziz stated that the draft consists of 10 chapters and 15 articles. He described the completion as a significant step in strengthening the city’s environmental policy framework. The regulation is intended to serve as a foundational guideline for future environmental governance in Jakarta.

Aziz explained that the draft is planning oriented rather than technical in nature. It will function as an umbrella regulation for more detailed derivative bylaws. At least three key follow up regulations are expected, covering waste management, hazardous materials, and air pollution control. He added that additional regulations may also be developed in line with the framework.

According to Aziz, the draft is the first at the provincial level to align with the latest national policies and legal standards. He expressed hope that once enacted, it could serve as a benchmark for other regions in preparing similar regulations. During discussions, there was a proposal to include sanctions for violations. However, this was not adopted because the regulation does not directly impose obligations.

Aziz emphasized that sanctions will instead be included in the more technical derivative regulations. The draft will next move to a joint leadership meeting before being submitted to the Ministry of Home Affairs for review. He expressed hope that the process will proceed quickly so the regulation can be enacted without delay. Ultimately, he said the policy is expected to guide the public in preserving the environment and ensure a cleaner and more livable Jakarta for future generations.
