The South Jakarta City Administration, together with relevant agencies, has begun registering and clearing asylum-seeking foreign nationals who have been camping on the sidewalk outside the United Nations High Commissioner for Refugees (UNHCR) office in Setiabudi. Authorities said the operation aims to restore public order, maintain cleanliness, and return the sidewalk to its intended use for pedestrians. Officials noted that although similar enforcement actions had been carried out previously, the refugees returned, prompting complaints from local residents about disruptions to public order. The city said it is seeking a solution that addresses the refugees’ concerns while preserving public safety and convenience.
Setiabudi Deputy District Head Rizky Noviana Purnama explained that the local government is attempting to facilitate a resolution, although decisions regarding the refugees’ legal status remain under the authority of UNHCR. He expressed hope that the issue could be resolved promptly to prevent prolonged disruption to the surrounding community. The city also continues to coordinate with relevant stakeholders to identify practical solutions while maintaining order in the area. Officials emphasized that public security and accessibility remain key priorities throughout the process.
UNHCR Field Security Associate Linda welcomed the city’s efforts to address the situation, while stressing that refugees are protected under international human rights principles. At the same time, she emphasized that all refugees staying in Indonesia are required to comply with Indonesian laws and regulations. UNHCR is currently seeking a suitable relocation site for the 32 refugees involved and plans to provide them with guidance on their legal obligations before asking them to sign a joint commitment letter with immigration authorities. She warned that further violations could result in firm action by Indonesian law enforcement.
Meanwhile, Jakarta Immigration Detention Center official Ruth Caroline proposed identifying a suitable location for administrative procedures and mediation so the refugees would no longer occupy public sidewalks. She also noted that Presidential Regulation No. 125 of 2016, which governs the handling of refugees in Indonesia, is currently undergoing judicial review under the coordination of the Coordinating Ministry for Political, Legal, and Security Affairs. The review is intended to provide clearer legal guidance and ensure that future actions taken by authorities fully comply with Indonesian law. Authorities hope the revised framework will help produce a more sustainable solution for both the refugees and the surrounding community.
