Ciliwung River Normalization Targets Cililitan and Pengadegan Subdistricts

Governor of Jakarta, Pramono Anung, announced that the Ciliwung River normalization program will focus on two subdistricts, Cililitan in East Jakarta and Pangadegan in South Jakarta. In Cililitan, 37 plots are expected to be affected with a budget allocation of approximately Rp111 billion, while in Pangadegan, 54 plots will be impacted with around Rp121 billion. The initiative forms part of the city’s effort to improve river management and reduce flooding risks. Pramono emphasized the city’s direct responsibility over these areas and the prioritization of normalization activities.

Minister of Public Works, Dodi Hanggodo, highlighted the importance of rehabilitating the upstream areas of the river as a core strategy in addressing river degradation. He warned that dredging and rehabilitation alone would not be effective if upstream problems are not addressed. Heavy rainfall would continue to carry silt downstream unless upstream areas are properly maintained. Dodi stressed that upstream management is a shared responsibility among government agencies and local authorities.

To implement this strategy, the Ministry of Public Works plans to coordinate with other relevant ministries, including the Ministry of Forestry and the Ministry of Environment, alongside active involvement from the Jakarta provincial government. Collaborative planning aims to address both structural and environmental aspects of river management. The engagement seeks to ensure that normalization efforts are sustainable and reduce recurring river damage. Close coordination is considered essential for aligning responsibilities across multiple government entities.

The Ciliwung normalization program represents a strategic approach combining infrastructure improvement, environmental protection, and inter-agency collaboration. The city and national government aim to mitigate flooding risks while preserving river health. By addressing upstream challenges and working with all stakeholders, authorities hope to achieve lasting impact. Continuous monitoring and cooperation are expected to guide ongoing interventions and ensure effective river management.
