U.S. Embassy Conducts Dark Web Counter-Terrorism Training for Indonesian Law Enforcement

The U.S. Embassy in Jakarta’s Anti-Terrorism Assistance (ATA) Office successfully completed a five-day “Investigating the Dark Web” training program at the Indonesian National Police headquarters in Jakarta from June 8 to 12. The program was designed to strengthen the capabilities of Indonesian law enforcement officers involved in cybercrime investigations and intelligence gathering by sharing U.S. expertise in counterterrorism operations. Participants received in-depth instruction on how terrorist groups exploit the Dark Web to support their activities. The initiative forms part of the broader U.S.-Indonesia cooperation in combating terrorism.

Throughout the training, participants gained practical knowledge on identifying and investigating terrorism-related activities conducted through the Dark Web, including money laundering, material smuggling, and other illicit operations. The course emphasized hands-on technical skills, enabling investigators to properly collect, preserve, and document digital evidence for both intelligence purposes and criminal prosecutions. By focusing on real-world investigative techniques, the program aimed to enhance Indonesia’s ability to respond to increasingly sophisticated cyber-enabled terrorist threats. Officials said these skills are becoming more critical as extremist networks continue expanding their digital operations.

U.S. Embassy Spokesperson Jamie Ravetz said the United States is committed to helping Indonesian law enforcement strengthen its ability to address terrorism in the digital domain. He noted that the Dark Web has become an increasingly attractive platform for terrorist actors, making advanced investigative capabilities essential for maintaining national security. According to Ravetz, equipping Indonesian investigators with the necessary tools benefits both countries by improving their ability to detect and disrupt terrorist activities. He described the training as another example of the strong and longstanding counterterrorism partnership between the United States and Indonesia.

The U.S. Department of State continues to provide specialized training and technical assistance to law enforcement agencies around the world to improve their capacity to detect, investigate, respond to, and prosecute terrorism-related crimes. In Indonesia alone, the department has delivered counterterrorism training to nearly 8,000 law enforcement officers and first responders through 427 separate programs. These sustained efforts reflect a long-term commitment to strengthening Indonesia’s security institutions and enhancing bilateral cooperation against evolving terrorist threats. The latest Dark Web training further reinforces that partnership by addressing the growing challenges posed by cyber-enabled terrorism.
